is sitting just to the west of washington state. and all these storms are streaming in right into northern california. and we are looking at moderate rain at this time across northern california into southwestern oregon and also up in the seattle and the coast of washington state. now tomorrow we are actually going to see even heavier rain start to move in. we have already had reports of about 8 to 10 inches of rainfall already from the past few storms we've already seen. but we've also gotten reports of wind gusts up to 60 to more than 80-mile-per-hour. and we're going to see more of the same if not a little more intense as we go into sunday morning. additional rainfall totals on top of the 8 to 10 inches on the ground could be an additional 5 to 6, 7 inches of rainfall out of what we'll see tomorrow morning. we have the series of storms moving into the west coast. then it's a totally different story right in the middle of the country. we're also talking about record-break heat today. down into dallas and also into san antonio where temperatures should get into the upper 70s and lower 80s

washington but it will move south as we go towards sunday. taking a look at futurecast. the spotty showers continuing into 5:00 a.m., spotty showers here, there, keeping your umbrella handy if your and why 1:00, 2:00, it could dry up a little bit but as i look at other computer models they show rainfall. i think that we could continue to see spotty showers for the rainfall but the overnight main event. the tail end and the heavy rainfall through the north bay by 6:00 p.m. and even 10:00 p.m. steady rainfall for four consecutive hours in the north bay. and still, going to the north we will continue to see those showers by 5:00 p.m., 6:00 p.m. with a flood watch in effect for the north san mateo coast, still impacted. 3-7 in. and the higher elevations was to the mountains, favoring the north bay. that is where we could see it fixed occurring from the most and gusting like today. 50-60 m.p.h.. a look at your extended forecast with light rain here, there, keeping your umbrella handy. heavy rainfall in sunday morning and a lingering for the afternoon with a brake on monday but it is returning t

of downtown oakland. the intersection of third and washington street became a virtual lake with water so high it blocked parking spaces poured into one lane of traffic. with the sidewalk covered in rain run off this woman appeared to be baffled by how to get around i it. so she just stood there. ankle deep in rain water. freeway not much better. 8 80 at the marina boulevard exit was a wet gray mess. heavy rain obscured the view of drivers creating a constant wave of stop and go traffic and sea of brake lights. this accident was one of many we witnessed in the span of only 2 hours. low lying spots on the highway often flood quickly. increasing road hazard for drivers and new set of challenges for the crew assigned to keep the freeway and storm drains clear of all obstruction. >> we have to make sure that they are not being plugged by either mud or leaves or by litter. >>reporter: with more than 300 camera across the 9 counties in the bay area cal-trans has had a busy day monitoring traffic. the red color.indicate problem areas where traffic is stopped. flooding closed highway 12 mud sli

an example of that. when the booker t. washington affordable youth housing project came to the board, we had to approve a special use district for that project. at the last minute, i think the day before or the day of our land use hearing, a c-e-q-a appeal was filed. we were required to take the entire matter off calendar and it delayed our consideration by two months. this legislation would provide that if the board is required to legislate for a project to happen, the board of supervisors becomes the c-e-q-a decision maker and the c-e-q-a item automatically comes to the board and is agendized along with the underlying zoning change or whatever the legislative change is and the board considers them, the two items together, and then the full board takes action. not deprive anyone the ability to comment [speaker not understood] c-e-q-a. in fact, it came to an automatic appeal. another change is that currently when a c-e-q-a appeal is filed, no action can be taken by anybody, by the board, by any commission. and that means there are plenty of times where actions need to be taken but don't have

in their neighborhoods or people of color in the neighborhood, booker t. washington center was mentioned earlier. and the business community, we're as guilty as anyone else. we have k-mart suing wal-mart to stop any type of economic competition. all under the guise of environmental protection. the end result of all of this litigation and needless delay -- a detriment to our environmental well-being. development follows the path of least resistance. when you have litigation in urban areas where you have a lot of people and people don't like people, that development horizontally sprawls right into suburban areas and you get horizontal development, transit -- rather auto dependent development which is not good for our vieerthv. environment. you are being asked today to institute a fair process so so that honest brokers can challenge battered projects while protecting good projects from the bad players whose motives have nothing to do with environmental protection. to finish, i'm party to the negotiations with senator rubio in the state capital working on c-e-q-a reform hopefully next year. what you
